The Inspection Team was led by Mr. Mai Xuan Truong, Deputy Director of the Hanoi Department of Home Affairs, serving as Head of the Team. Ms. Nguyen Thi Oanh, Deputy Head of the Labor, Wage and Enterprise Division, served as Deputy Head of the Team. Other members included Ms. Tran Kim Chi, Mr. Dao Thanh Viet, and Ms. Nguyen Thi Thu Hien – all specialists from the Labor, Wage and Enterprise Division – and one additional officer specializing in labor, wage, and social insurance, acting as the Team’s secretary.
Representing Sigma were Mr. Yatsu Takabumi – Chairman of the Board of Directors; Mr. Duong Van The – Deputy Director; Mr. Nguyen Van Hiep – Head of Safety Department; along with representatives from the Human Resources Department and other officers responsible for labor, wage, and social insurance matters.
Hanoi Department of Home Affairs inspects compliance with labor laws at Sigma Engineering JSC
During the session, Sigma presented a detailed and well-structured compliance report. As of April 30, 2025, the company employed 804 workers, including two foreign employees internally transferred. All workers were employed on a regular basis, with no cases of job loss, furlough, or the use of labor outsourcing services. From the beginning of 2024 to the date of inspection, Sigma had recruited 275 new employees, strictly following all recruitment procedures: identifying staffing needs, public job posting, candidate screening, onboarding training, and formal employment contracts. The company does not withhold personal documents, does not charge recruitment fees, and maintains proper personnel records in accordance with the law.
Regarding wages, Sigma applies the regional minimum wage of VND 5,007,600/month. During probation or apprenticeship periods, workers receive 100% of the agreed salary. In the first four months of 2025, the average monthly income of employees reached VND 22.7 million/person/month, an increase of more than VND 2 million compared to the same period last year. Additional benefits including lunch allowance, transportation, housing support, and performance bonuses were paid in accordance with internal policies, ensuring fairness and competitiveness. The company has established a clear and transparent wage scale, performance evaluation system, and reward regulations. Consultations with the trade union were conducted before these policies were officially adopted and publicly announced at both office and project sites.
In terms of social insurance, 767 employees were participating in mandatory social insurance. Thirty-three employees were not covered due to being in probation or training periods, or because they were retired. Two foreign employees on internal transfer were exempt under current Vietnamese regulations. The company fully complies with contributions to social insurance (SI), health insurance (HI), and unemployment insurance (UI). In the 2024–2025 period, the Social Insurance Authority approved and disbursed nearly VND 746 million to Sigma employees under various benefits including sickness, maternity, convalescence, and survivorship. Sigma does not retain social insurance books and ensures proper finalization and return of documents when an employee resigns.
The Inspection Team also assessed the company’s implementation of internal labor regulations, collective labor agreements, workplace democracy, and regular dialogue between management and workers. Sigma’s internal labor rules were issued in 2021, registered with the Department of Labor, Invalids and Social Affairs, and publicly announced to all employees. The current collective labor agreement, effective from October 2023 for a three-year period, clearly stipulates provisions on wages, overtime, allowances, gender equality, and trade union operations.
Sigma also strictly follows labor policies for female workers and elderly employees. Female employees enjoy full statutory rights, including menstrual leave, maternity leave, child care provisions, and postnatal recovery. The 11 senior employees currently working at Sigma are assigned suitable tasks that accommodate their health conditions, with reduced workloads and working hours.
At the conclusion of the session, the Inspection Team commended Sigma for its thorough, professional, and transparent preparation. All documents, records, reports, and legal evidence were presented in an organized and coherent manner. The Department of Home Affairs recognized Sigma as one of the exemplary enterprises in terms of labor law compliance, with a structured human resource management system that places employees at the center—especially valuable in the MEP sector, which entails high demands in both schedule and workforce coordination.
The inspection concluded in a constructive and cooperative atmosphere. The Team encouraged Sigma to maintain its strengths and stay updated with legal changes in order to promptly adjust internal policies to match the evolving business environment. For Sigma Engineering JSC, the outcome of this inspection affirms its consistent efforts to build a professional, humane, and sustainable working environment.
